It took me a second—it’s definitely not illustrated very clearly, but I’m pretty sure the snake is trying to hand the flower to her, is walking around her trying to find somewhere to put it so she can hold it, and then stuck it between her rattlers.
That makes sense, it’s a little weirdly illustrated IMO, the lady snake has move lines around her so it just looks like they were walking (slithering?) to me.
I would have removed that and then flipped him 180° in panel 3, so it looks like he’s turned around
