All effective propaganda is based on truth.
And goodies. Lots and lots of goodies for people to get jealous of.
And it doesn’t matter how it’s acquired, as long as they can reproduce it.
A country selling goodies you could only dream of can’t be that bad and they could also sell you better weapons to defend you.

Sure, propaganda works as long as it has some material basis behind it. Whose propaganda it is has no impact on that.
