I have various flavors like Hawaiian punch and root beer as the powder you put in your water to make it taste better and it says they were best by last year (2023). Is it safe to use them? I’ve never even opened the boxes they came in.

“Best by” often means “will lose taste over time and taste worse by” when it comes to chemical products like these.
If this stuff contains lots of sugar or no natural compounds at all, give it a try, I guess. Especially if they’re sealed in a box. Trust your senses, don’t try too much at once if you don’t know if it’s still good, and don’t swallow until you’ve verified there’s no taste of rot or other grossness. If you want more safety, have a bottle of vodka ready to rinse your mouth with in case you do notice a bad taste.
If these powders are completely dry and stored airtight (and the packaging isn’t damaged), you could probably store them for literal decades without a problem. If there’s stored in uncoated cardboard (no sealing lining), maybe treat them as mold infested, even before their expiration date. The way they’re stored makes all the difference.

Powders like this only go bad after being exposed to moisture. If properly sealed they will last decades.

You’re probably fine so long as it doesn’t have moisture!
Open it up without shaking it up or jostling it too much. Is it still powdery all the way through? If so, it’s probably safe.
If you open it up and the mix has any clumps or inconsistent coloring, toss it in the trash because it’s likely been exposed to moisture, which invites a ton of potential problems.

I read that as “water flavored powder”, and was going to say that sounds terrible.
Is that not what desiccant packs are filled with? That’s why it says not to eat it. Because it would taste terrible (and other less fun reasons)…

Reason I asked is that while nothing in those flavor packets spoils in a way that will harm you, nor break down into something that could, they may well taste unpleasant.
Artificial sweeteners in particular kinda get “stale”, unless stored completely air free. They lose sweetness, and if the other chemicals are mixed with the sweetness in mind, it might not be enjoyable.
But there’s no actual expiration date on any of the brands or their components that I’ve ever seen. Best by dates aren’t the same thing as expiration dates (which you probably already knew, but figured I’d mention it anyway).
Worst case, it tastes like crap, unless the package has been damaged enough for moisture to get in. If the packet is intact, you’re good to go. Otherwise trash it
2003? Better be safe than sorry. 2023? You’ll be fine. If it smells good and tastes good, it’s usually still good.
