the salt isn’t bait for hunting: it’s just for nutrients.
the local hunters always leave salt out, especially in winter near the feeding stations.
it’s super common to supplement diets of all sorts of game with salt. it’s purely for the health of the population.
so it’s a) not illegal (wtf, why would it be?), and b) not for hunting at all…at least not directly
